The UN Convention on the Rights of Persons with Disabilities recognises the equal right of all people with disabilities to live in the community and to full participation and inclusion in the community. It is Government policy to support people with disabilities to live ordinary lives in ordinary places, and to reconfigure disability services and supports to achieve this. The policy is to progressively move people who live in residential institutions to more appropriate homes in the community.

The National Disability Authority undertakes research, engages in consultation, and holds seminars and workshops to inform its advice on supporting people with disabilities to live in and be fully included in the community.
