Research shows people with disabilities are a group which is highly vulnerable to poverty. People with disabilities are twice as likely as other people to be poor, while those who are out of work are up to three times more likely to be poor. Therefore the National Disability Authority has advised that the National Action Plan against Poverty and Social Exclusion 2006-2009 should specifically target people with disabilities. Education, employment, adequate social welfare incomes, and consideration of a Cost of Disability payment are covered in the NDA's submission on this National Action Plan.
