This report presents a review of literature on the process of deinstitutionalisation throughout Europe. The paper notes the need for national and local government to support the decongregation process. It advises that the shift to community living can be promoted by developing and supporting innovative services and showcasing examples of community living.
Initiatives to support community living include: developing community services; providing accessing to individualised budgets and pathways to relevant services; inspections of residential services to evaluate living conditions and quality of life and the publication and open access of inspection reports.
The paper also presents a review of the costs of deinstitutionalisation noting that costing methodologies vary by country, and identifies common methodologies to determine the costs of residential provision.
