Ireland's Monitoring Report for the EU Web Accessibility Directive 2022

The National Disability Authority (NDA) completed Ireland’s first monitoring report under the EU Web Accessibility Directive for the monitoring period 2018-2021. Under the Directive and the accompanying Commission Implementing Decision 2018/1524, Ireland was required to conduct 175 Simplified, 19 In-Depth and 4 mobile app reviews for this monitoring period.

NDA’s Monitoring Reports on compliance with the EU Web Accessibility Directive comes in two parts. The first part describes the methodology and approach established by the NDA to monitor websites and mobile apps and provides results from an initial cohort of the 50 Simplified, 5 In-Depth and 4 mobile app reviews conducted. The second part provides results for the remainder of 125 Simplified and 14 In-depth reviews conducted.

No website or mobile app reviewed complies fully with the standard required under the Directive, EN 301 549, which is broadly equivalent to WCAG 2.1 AA. Key issues identified include:

• inaccessible PDFs;
• poor colour contrast; and
• incorrectly coded search boxes, forms and other interactive elements.

The second part also contains comparative data for websites of:

• local authorities,
• transport providers,
• higher education Institutions, and
• further education and training Institutions.
