The Government established a Taskforce on Personalised Budgets in 2016. The Taskforce met between 2016 and published its final report in 2018. The Chairperson of the Taskforce asked to National Disability Authority to develop a synthesis of available research findings related to the key areas covered by the Taskforce’s workplan to assist the Taskforce to complete its work.

The Synthesis Paper (2017) notes that while there was research literature available which described the systems and mechanisms in place in other jurisdictions to facilitate access to personalised budgets for people with disabilities there was, however, very little comparative research or evaluation of which approaches worked best.

However, the Synthesis Paper sought to summaries the available research findings related to:

  • Eligibility and resource allocation
  • Supports to apply for and administer personalised budgets
  • Governance and accountability
  • Financial sustainability

The Synthesis Paper was published by the Department of Health as part of the supporting documents for the 2018 'Towards Personalised Budgets for People with a Disability in Ireland: Report of the Task Force on Personalised Budgets'.
