This paper, on Article 11, examines the legislation, policies and services in place to ensure the safety of disabled people who find themselves in situations of risk during emergencies like climate events, natural disasters, and pandemics. In relation to Article 11 Ireland has been most concerned about how to react to climate change and the increase in extreme weather events in recent years. How Ireland responded to the COVID-19 pandemic and its aftermath is also discussed.
