This written submission to the Joint Committee on Disability Matters emphasised the many barriers currently in Ireland to the realisation of the right to independent living and to being included in the community. The NDA drew attention to the slow pace of transition from congregated settings, including concern for children in inappropriate settings and under-65s in nursing homes. We highlighted concerns around recongregation and the need to plan appropriately for the future housing needs of disabled people who live currently with family. We gave policy advice on safeguarding and protection of liberty safeguards and on key enablers to independent living, such as Universal Design Homes, assistive technology and smart homes, and provision of holistic supports to disabled people.
